<br />Introduction <br /> <br />. <br /> <br />This report is a significant <br />milestone in Western Area <br />Power Administration's (Western) <br />Replacement Resources Process. The <br />Replacement Resources Methods Report <br />(Methods Report) describes the study, <br />findings and conclusions in Western's <br />evaluation of economically and technically <br />feasible methods that the agency proposes <br />to use to replace capacity made unavail- <br />able ("los!") due to changes in operational <br />constraints at Glen Canyon power plant, <br />and other power features of the Colorado <br />River Storage Projcct (CRSP). <br /> <br />This document mects thc rcquire- <br />mcnts for the rcportrcquired by Scction <br />1809 of the Grand Canyon Protection Act <br />(GCP Act) of 1992 (Titlc XVIII of thc <br />Reclamation Projccts Authorization and <br />Adjustment Act of 1992, PL. 102-575), <br />Volume 1 of this rcport summarizcs <br />Western's Replacement Resources <br />Process. It provides background infonna- <br />tion on thc proccss used to consult with' <br />intcrested parties, thc analysis uscd to test <br />the feasibility of mcthods to rcplace <br />capacity lost at Glen Canyon and the <br />proof-of-conccpt methodology. It also <br />outlincs the methods Western will use to <br />acquirc rcplaccment rcsourccs, including a <br />discussion on how replaccment options <br />will be evaluated. Finally, this report <br />addresscs Westcrn's conclusions and <br />outlines Westcrn's proposals for how it <br />will mect customer's needs for rep!ace- <br />ment power. Additional details on thc <br />background, resource acquisition and the <br />proof-of-concept modcling are found in <br />Volumc 2 of this report (Vol. 2: Methods <br />Report) <br /> <br />The Grand Canyon Protection <br />Act of 1992 - Replacement <br />Power <br /> <br />The Replacement Resources <br />Mcthods Report was dcvelopcd as part of <br />the agency's Rcplacement Resources <br />Process. This process was initiated in <br />responsc to the GCP Act of 1992, The <br />purpose of the GCP Act is "to protect, <br />mitigate adverse impacts to, and im- <br />prove the values for which the Grand <br />Canyon National Park and the Glen <br />Canyon National Recreation Area were <br />established, while preserving the dam's <br />water storage. allocation, and delivery <br />functions. " <br /> <br />Section 1809 of the GCP Act, <br />entitled "Replaccment Power," specifies <br />that "The Secretary of Energy... <br /> <br />"...in consultation with the Secrctary of <br />the Interior and with represcntativcs of the <br />Colorado River Storagc Project power <br />customers, environmcntal organizations <br />and thc States of Arizona, California, <br />Colorado, Nevada, NcwMexico, Utah and <br />Wyoming... <br /> <br />"..,shall identifY economically and techni- <br />cally feasiblc mcthods of replacing any <br />powcr gcneration that is lost through <br />adoption oflong-tcnn opcrational critcria <br />for Glcn Canyon Dam.. <br /> <br />"...shall include an invcstigation ofthc <br />modifications or additions to thc transmis- <br />sion system that may bc rcquircd to <br />acquire and delivcr rcplacement power..., <br /> <br />"... shall include an investigation of the <br />feasibility of adjusting operations at <br />Hoover Dam to replace all or part of such <br />lost generation...
