<br />In a related matter, EPA and the Association of
<br />State and Interstate Water POllution Control
<br />Administrators have joined together to support
<br />completion of a series of pilot projects to test and
<br />examine various watershed management approaches.
<br />The objectives are to promote Integration, better
<br />target resources to optimize environmental results,
<br />enhance flexibility in carrying out mandates, achieve
<br />integration, transfer experiences nationwide, and test
<br />the hypothesis that the watershed-based approach is,
<br />In fact, beneficial. EPA has requested states
<br />interested In implementing pilot programs to prepare
<br />proposals for doing so by March of 1993. ASIWPCA
<br />is hopeful that the projects result in 'significant,
<br />long-term Improvements in water quality programs
<br />and continlle the momentum toward effective
<br />resource-based management, by assisting...state
<br />programs that are poised and ready to begin the
<br />transition....'

<br />Bureau of Reclamation Implementation Plan
<br />The Bureau of Reclamation has just released eight
<br />draft implementation plans related to its Strategic Plan
<br />published in June of 1992. The strategic plan sets
<br />forth a framework for future Reclamation activities,
<br />and consists of 25 separate elements that contain a
<br />guiding principle, goal, and specific strategies for
<br />aChieving each goal. Using the concepts developed
<br />in the Strategic Plan, Reclamation is developing draft
<br />plans for implementation of each of the 25 elements.
<br />The implementation plans will detail future activities
<br />that relate to each element for the next ten years.
<br />The Bureau is seeking comment on how these drafts
<br />can be improved. The drafts released so far relate to
<br />(1) water conservation, (2) drought management, (3)
<br />research and technology transfer, (4) fish and wildlife
<br />resources,(5) instream flows, (6) wetlands and
<br />riparian habitat, (7) dam safety, and (8) working and
<br />investing together. The Bureau asks that comments
<br />and suggestions be received not later than April 20,
<br />1993. If copies of the implementation plans are
<br />desired, requests may be sent to the Bureau of
<br />Reclamation, Attention: 0-1005, P.O. Box 25007,
<br />Denver, CO 80225-0007. Dennis Underwood,
<br />Reclamation Commissioner, will be attending the
<br />upcoming meetings of the Western States Water
<br />Council to discuss the implementation plans.

<br />The American Bar Association's Section of Natural
<br />Resources, Energy, and Environmental Law, the
<br />Western States Water Council, and the Conference of
<br />Western Attorneys General will hold their 11th Annual
<br />Water Law Conference on February 11-12, 1993, in
<br />San Diego at the Sheraton Grand on Harbor Island.
<br />Major topics will include takings issues, emerging
<br />trends and changes In water use, drought
<br />management, and Indian water rights and the
<br />relationships between state, federal, and sovereign

<br />The Western States Water Cauncil1 09th quarterly
<br />meetings wili be held January 13-15 in Las Vegas,
<br />Nevada at the Troplcana Hotel. After a discussion of
<br />the Bureau of Reclamation's draft implementation
<br />plans by Reclamation Commissioner, Dennis
<br />Underwood, a panel discussion on water marketing
<br />and transfers will be hosted by the Legal Comm~ee.
<br />The Water Quality Committee will feature a panel
<br />discussion on Safe Drinking Water Act Issues. The
<br />Water Resources Comm~ee will discuss possible
<br />steps toward a state/Federal Energy Regulatory
<br />Commission hydropower licensing memorandum of
<br />understanding with John Clements, Deputy Director
<br />of the FERC Office of Hydropower Licensing. On
<br />Friday there will be a panel discussion on water
<br />supply challenges facing southern Nevada, and John
<br />Kusler, a principal author of a recent report entitled
<br />Statewide Wetlands Strateoies will describe the book's
<br />findings.
