<br />Elections-Clinton's Cabinet
<br />

<br />President-elect Bill Clinton won eight of the
<br />seventeen WSWC member states, and prominent
<br />western democrats could play an important role in the
<br />new Administration, Retiring Senator Tim Wirth (CO),
<br />an environmental advocate, helped lead the Clinton
<br />campaign and some speculate he might head the
<br />Office of Management and Budget (OMB), Energy,
<br />Interior, or possibly the Environmental Protection
<br />Agency (EPA). Clinton supports raising EPA to
<br />cabinet level status, Other westerners named are:
<br />Agriculture-House Agriculture Committee Chairman
<br />Kiki de la Garza (TX), Rep, Charles Stenholm (TX), or
<br />retiring North Dakota Governor George Sinner;
<br />Attorney General-former Texas Rep, Barbara Jordan
<br />(TX); Commerce-former San Antonio Mayor Henry
<br />Cisneros, a member of Clinton's transition team;
<br />Interior-former Arizona Governor Bruce Babbitt or
<br />Wyoming Governor Mike Sullivan; Energy-Texas Land
<br />Commissioner Garry Mauro; OMB-House Budget
<br />Committee Chairman Rep, Leon Panetta (CA); State-
<br />House Speaker Tom Foley (WA); and Treasury-
<br />Senator Lloyd Bentsen (TX), Clinton has also said he
<br />wants Republicans and independents in his Cabinet

<br />As a result of the elections, there will be several
<br />important changes to committees with jurisdiction over
<br />water resources, The changes wili impact formulation
<br />of water policy and appropriations for water projects.
<br />Western senators not running for re-election included
<br />Alan Cranston (D-CA), Tim Wirth (D-CO), Steve
<br />Symms (R-ID), Jake Garn (R-Un, and Brock Adams
<br />(D-WA), Senator Kent Conrad (D-ND) also left his
<br />
<br />chairman - Dave Kennedy
<br />
<br />executive director - Craig Bell
<br />
<br />seat, but with the recent passing of Senator Quentin
<br />Burdick (D-ND), has been persuaded to run in a
<br />special December 4 election to fill that unexpired term
<br />(through 1994), Senator John Seymour (R) lost his
<br />seat to former San Francisco Mayor Diane Feinstein
<br />(D), Seymour was named to fill the unexpired term
<br />of Senator Pete Wilson. when Wilson was elected
<br />governor of California in 1990, narrowly defeating
<br />Feinstein. Senators Adams. Burdick and Garn held
<br />seats on the Appropriations Committee. Burdick
<br />chaired the Senate Environment and Public Works
<br />Committee, which also lost Symms. Daniel Patrick
<br />Moynihan (D-NY) is the next most senior member.
<br />The Energy and Natural Resources Committee lost
<br />Garn, Seymour, and Wirth, Conrad serves as vice-
<br />chair of its Water and Power Subcommittee. He is
<br />also a member of the Indian Affairs Committee.

<br />Incumbents re-elected were: Senators Frank
<br />Murkowski (R-AI<), John McCain (R-AZ), Daniel Inouye
<br />(D-HI), Harry Reid (D-NV), Don Nickels (R-Ol<), Bob
<br />Packwood (R-OR), and Tom Daschle (D-SD). Former
<br />Rep, Barbara Boxer (D-CA) won a Senate seat She
<br />may be remembered for proposing an amendment to
<br />federal reclamation law to raise water and power
<br />charges to prevailing market rates. Other newly
<br />elected senators include Rep. Ben Nighthorse
<br />Campbell (D-CO); Boise Mayor Dirk Kempthorne (R),
<br />defeating Rep, Richard Stallings (0-10); Rep. Byron
<br />Dorgan (D-ND); Utah millionaire businessman Robert
<br />Bennett (R), defeated Rep, Wayne Owens (D); and
<br />Washington State Senator Patty Murray (D), over Rep,
<br />Rod Chandler (R), In all, Republicans lost one
<br />Senate seat Democrats now hold 58 seats,
