<br />The composition of the NBIAe consists of the Governors of the ten Basin
<br />states and seven Federal members representing the Departments of the
<br />Army, Corps of Engineers; Interior; Agriculture; Commerce; Health,
<br />Education, and lfelfare; Labor; and the Fen.eral Pm.rer Commission.
<br />
<br />The Committee exercises no functions of control. It ftIDctions under a
<br />charter issued by the Federal Inter-Agency Committee on Water Resources,
<br />and relies for its effectiveness in coordinating and generally directing
<br />the Basin Development Program on the determination of its member
<br />agencies, both state and federal, to vlOrk on a voluntary basis tov7ard
<br />a common goal.

<br />The Chairman of the Conunittee is chosen annually from the federal
<br />members. The Chairman agency provides for the Secretary, Assistant
<br />.Secretary, and clerical assistance.
<br />
<br />Since the first meeting of the Committee in July 1945, it has convened
<br />125 times at various places throughout the Basin states. It is the. cur-
<br />rent policy of the Committee to convene bimonthly. l1uch has been
<br />accomplished by the Committee during its existence over the past 17 years
<br />in terms of a more comprehensive understanding of the various agency
<br />authorized functions and programs, through a continuous exchange of
<br />information between the state and federal agencies. Divergent views
<br />on water and related resources development problems are heard. A much
<br />better public understanding of the many elements of the Basin Program
<br />has been attained. A greatly improved vlOrJdng relationship now exists
<br />among all agencies concerned. .

<br />The Conunittee has established three active permanent subcommittees,
<br />namely, the Executive Subcommittee, the Annual Reports Subcommittee,
<br />and the Atomic Energy Subcommittee.

<br />A number of ad hoc subcommittees have been established, as necessity
<br />required, which have completed their assignments and submitted their
<br />reports to the Committee. Included, but not limited to the subjects
<br />investigated and reported, are the "Adequacy of Flows in the Missouri
<br />River" of 1951, and the "Supplemental Report" of 1959; the "Power
<br />Requirements and Supply Missouri River Region" of May 1953, and
<br />"Supplemental Report" of November 1956; "Recreation Today and Tomorrow
<br />in the Missouri River Basin" 1953; "The J.lissouri River Basin Development
<br />Program" June 1952; "The Hissouri - A Great River Basin of the United
<br />States, Its Resources and How lIe Are Using Them" 1958; "Executive
<br />Subcommittee" and "Recreation Roads" 1960. During this current year
<br />the NBIAC has provided direct support to the preparation of a report by
<br />the Missouri River States Cornmittee titled, "Active Program on !'Iater
<br />and Related Land Resources Development".
