<br />6, Non-alpine Skiing Recreation <br /> <br /> <br />5, Alpine Skiing <br /> <br />. Appropriate wind monitoring and data. evaluation before final approval of <br />any new lift top terminal location in the Burnt Mountain, High Alpine, <br />Sheer Bliss or Cirque areas. <br /> <br />. Monitoring of skiing conditions and the quality of the skiing experience <br />after each increment of program implementation to ascertain whether <br />predicted effects are accurate and whether additional development should <br />occur as planned, or whether adjustments are needed. For example, skier <br />densities and snow conditions in the Hanging Valley area will be monitored <br />after the Alpine Springs lift is upgraded to determine if a new lift that <br />directly serves the Hanging Valley is a desirable improvement, <br /> <br />. Design of a nordic trail network in the mid to upper Burnt Mountain area <br />to compensate for the loss of novice and intermediate terrain in East <br />village, <br /> <br />. <br /> <br />potential conflicts between mountain bikers and <br />riders through public information efforts and trail <br /> <br />Reductions of <br />hikers/horseback <br />system design, <br /> <br />. Financing by the permittee of the costs of additional Forest Service and <br />ASC seasonal personnel needed to manage winter and summer recreational <br />programs and to monitor compliance with required resource mitigation. <br /> <br />7. Socioeconomic <br /> <br />. Recommendation that TOSV consider increasing the affordable housing <br />criteria from 60 percent to 100 percent to improve the local employee <br />housing situation. <br /> <br />. Recommendation that TOSV, Aspen, and pitkin County direct development to, <br />'and increase densities where appropriate in, existing urbanized areas to <br />preserve the natural environment and maintain the rural nature of the <br />County, <br /> <br />. <br /> <br />Recommendation that <br />facilities/services, <br />projected needs, <br /> <br />TOSV <br />emergency <br /> <br />and Pitkin <br />services and <br /> <br />County <br />social <br /> <br />expand <br />services <br /> <br />medical <br />to meet <br /> <br />8. Transportation <br /> <br /> <br />. Demonstration by the permittee that adequate mitigation measures are in <br />place to ensure that there will be no net increase in vehicle miles <br />traveled (VMT) in the Aspen/pitkin County nonattainment area from actions <br />authorized by this Decision, The permittee must also demonstrate that <br />adequate measures are in place to ensure that TOSV's traffic volume cap <br />will not be exceeded. Final authorization to "operate" any MOP components <br />that will increase area capacity will be contingent upon such <br />demonstrations, This will include either implementation of mitigation <br />identified by the Forest Service as being adequate or written and executed <br />agreements with agencies with jurisdiction that establish equivalent <br />measures. <br /> <br />In the short term, the most practical manner to achieving this <br />demonstration appears to be the phasing of additional transit service as <br />needed, Additional buses will be required to maintain the current <br />automobile-transit mode split, In the longer term, other measures to <br />achieve VMT reduction are disclosed in the FEIS Mitigation and Monitoring <br />Plan. <br /> <br />Summary . 24 <br />
