Active work group participants
among the States on the Committee consisted of those in which
navigation investigations were made for projects advocated by local
interests. While other agencies of the AWRBIA Committee were not
members of the Navigation Work Group, their status as members of
the Committee assured their participation, to the extent necessary,
in the navigation investigations. The Corps of Engineers served
as the coordinating agency for the Work Group.

The Corps of Engineers made the investigations to deter-
mine the engineering features of the various navigation Flans and
computed the resulting benefits. The Bureau of Public Roads of
the Department of Commerce and various State highway departments
furnished data on bridges used in costs estimates of the navigation
improvements. Various State and other local agencies furnished
considerable data used in the determination of benefits. These
contributions are further noted in the boqy of the report.
