~.

3. conclusions

In conclusion. the ten Missouri River Basin states
adopt the following position:

1. Additional time is required for the state's and
their people working with the federal agencies to
properly evaluate and formulate an equitable policy
concerning the marketing of water services from the
mainstem Missouri River Reservoirs for municipal and
industrial uses. At least six months should be provided.

2. Any policy so formulated must recognize the states
overriding interest in the development and
utilization of waters within each State in accordance
with each State's statutes and laws as was guaranteed
by congress in the 1944 Flood control Act and
subsequent legislation.

3. The Missouri River Basin commission continue to be
the coordinating agency to examine and develop
policy recommendations concerning the issue of
municipal and industrial water service marketing
from the mainstem Missouri River Reservoirs.
