WATER <br />CONSERVATION BOARD <br /> <br />Dear Bill: <br /> <br />Enclosed is a memorandum outlining a proposed position for the <br />Missouri River Basin States in regard to the water marketing <br />issue for the six mainstem Missouri River reservoirs. It may <br />be used to develop a position paper on Thursday in Denver. <br />Copies are being sent to each state, but since they may not <br />receive them by Thursday I will have copies for use in Denver. <br /> <br />Letters have been received from North Dakota, Nebraska and <br />Kansas representatives. Representatives from Montana, wyoming, <br />and Iowa contacted me by telephone. All requested a longer <br />time to analyze the issue.
