William McDonald
Director
Colorado Water Conservation Board
1313 Sherman Street, Suite 721
Denver, Colorado 80203

Oear Mr. McOonald:

Enclosed is the draft 1987 Hydrologic Determination, "Water Availability from
Navajo Reservoir and the Upper Colorado River Basin for Use in New Mexico," for
your review and comments. This determination, like the 1967 and the 1984 deter-
minations, is based on delivery of 750,000 acre-feet annually to Mexico from the
Upper Basin. However, this 1987 determination utilizes the Colorado River
Simulation System (CRSS) model hydrology data and supports an increase in the
yield of the Colorado River to the Upper Basin States from 5.8 to 6.0 million
acre-feet annually.

A meeting will be coordinated with the seven Basin States in approximately 45
days to review and discuss your comments regarding this hydrologic deter-
mination. The details on the time and place of this meeting will be worked out
at a later time.

If you have any questions please feel free to contact Michael Loring at
telephone number (801) 524-6084.

;j;;""i 4J
f Cl~~ I.
