Service Company of Colorado's hare of these taxes amounts
to $17 million.

b) To provide adequate capacity th ough the years to transport
project power, the investor-owne utilities will accelerate their
transmission construction progr ms. In so doing, additional
state and local taxes are generate at an earlier date as a result
of the utilities' wheeling offers. I Colorado, these additional
state and local taxes over the 86 year period will amount to
$14,000,000.

Other Considerations

a) Under the combination transmis ion proposal, project plants
will be directly interconnected wi h the large investor-owned
steam electric systems in the area This would provide a con-
tinuity of service superior to t e all-Fedenil transmission
system and would benefit all the lectric users in the area.

b) The combination system would revent wasteful duplication
of transmission circuits. Some of he transmission lines useful
in transporting project power ar already in service. Many
more transmission facilities that would be used in part for
this service are either under cons ruction or authorized. The
construction of an all-Federal transmission system would
needlessly duplicate many of the e facilities.

13
