<br />c) The Bureau did n t use this same criteria for evaluating <br />operation, maintena ce and replacement costs for both trans- <br />mission systems. <br /> <br />d) The Bureau did not recognize the amount of Federal invest- <br />ment in transmissio lines necessary to make the two systems <br />more compatible w th respect to load carrying ability and <br />service reliability. <br /> <br />e) The Bureau incorre tly evaluated Federal income tax derived <br />from wheeling reve ues. <br /> <br />After correcting for th se factors, the investor-owned .utilities' <br />analyses show that the co bination system has the following ad- <br />vantages over the all-Feder I transmission system: <br /> <br />\ <br /> <br />a) More of the partic pating irrigation projects can be built <br />sooner. <br /> <br />b) The combination tr nsmission system will be more efficient <br />and more reliable. <br /> <br />c) It will save the nat on's taxpayers $137 million In original <br />investment costs. <br /> <br />d) In addition, the Fe eral Government will receive more than <br />$96 million in inco e tax, and comparable tax benefits will <br />accrue to the area's schools, cities, counties and states. <br /> <br />All of these benefits c n be achieved at no increased cost to <br />ultimate consumers of elect icity in the area and with complete pro- <br />tection of preference users' r'ghts to Federal power. <br /> <br />10 <br />
