The availability of the "real-time" <br /> <br />information on streamflow increased the effectiveness of flood warning and helped <br /> <br />major canals to safely divert abundant water for later irrigation use. <br /> <br />The COMSAT General technical system demonstrated that it could adjust <br /> <br />smoothly from normal operating conditions to fast changing and threatening circum- <br /> <br />stances. However, it is the practical uses of the system's capabilities that <br /> <br />are the real benefits of the July 27-30 experience. Therefore, the remainder <br /> <br />of this report focuses on describing how our network of instruments, communications, <br /> <br />data processing and information products cootributed to sound decisions and <br /> <br />actions. <br /> <br />-2- <br />
