This reduced delays <br /> <br />in responding to events and increased communication universally. <br /> <br />Our knowledge of the river and its tributaries was increased. Specifically, <br /> <br />the expected travel time'of flood crests along the Arkansas must be revised in <br /> <br />light of the finding that under the conditions of July 29-30, at least, flood <br /> <br />crests were moving five to six hours faster than historical records suggested. A <br /> <br />differance of five to six hours in ao emergency preparedness speaks for itself. <br /> <br />A data base has been created that will add to the scientific understanding of the <br /> <br />Arkansas Basin's hydrology. If the program continues and the data base grows, <br /> <br />experts believe that the River Basin will be understood for the first time as a <br /> <br />living system. <br /> <br />-8- <br />
