<br />DRAFT <br /> <br />~. <br />00 <br />~ <br /> <br />Proposed Response to Cliff Barrett <br /> <br />~ <br /> <br />Dear Cliff: <br /> <br />Thank you for your letter of March 5 responding to my letter <br /> <br />of February 22 concerning the proposed Dominquez Reservoir <br /> <br />project. At its April 1 meetinq in Denver, the Board reviewed <br /> <br /> <br />the concerns which you have raised. This letter sets forth the <br /> <br />results of the Board's deliberations. <br /> <br />The Board would like to reiterate its request that the <br /> <br /> <br />Bureau proceed with the feasibility study on the M&I plan for <br /> <br /> <br />Dominquez Reservoir. The Board feels that the kind of commit- <br /> <br />ments which your March 5 letter requests prior to the continu- <br />ation of the feasibil i ty study are premature. Indeed, the very <br />purpose of the requested feasibility study is to provide the <br />information which the state and interested parties will need <br /> <br />before they can respond to the questions which you have posed. <br /> <br />We would also note that neither reclamation law nor rules and <br /> <br />regulations promulgated pursuant thereto require, so far as we <br />know, that letters of intent or commitments to purchase the water <br /> <br />supply which would be developed by a potential project be forth- <br /> <br />coming prior to the initiation of Bureau feasibility studies. <br /> <br />221 ed <br />cliffbarrett 1 <br />
