<br />In your February 22, 1982, letter you asked about the Bureau's capability
<br />to proceed with planning next fiscal year on the proposed Dominguez
<br />Reservoir project. Specifically, this effort would be directed towards
<br />planning on a municipal and industrial CM&I) water plan. Considerable
<br />funding and about 2 years time could be required for this effort if carried
<br />to a feasibility level. This level of cOllllllitment gives as some concerns,
<br />especially with the possibility of a questionable water supply. In our
<br />Deeember 31, 1981, letter to you we stated that this plan would utilize
<br />an estimated 250,900 acre-feet (which includes reservoir evaporation) of
<br />Colorado's remaining Colorado River entitlement. The M&I water yield of
<br />the plan would be 221,200 acre-feet. Indications are that appropriate
<br />commitments would be difficult to obtain for a water supply this large.
<br />Withoat some strong assaranee that this water is marketable, the Bureau
<br />would have difficulty in justifying further feasibility grade study efforts.
<br />Consideration has been given to plans that would develop a smaller M&I
<br />water supply. We will further look at these possibilities; however, indi-
<br />cations are that we will be unable to formulate a feasible project with a
<br />smaller quantity of M&I water. We would like your suggestion as to a
<br />marketable water supply from Dominguez Reservoir.

<br />Further consideration was made on the peaking power plan described in the
<br />Draft Feasibility Report, Dominguez Reservoir Project. We contacted the
<br />Western Area Power Administration to again get their assessment of the
<br />marketability of power from this plan. ~ased on the costs contained in
<br />the draft report, they indicated they would not be able to market this
<br />power.

<br />A statement from Colorado expressing their thoughts on this project and a
<br />willingness to commit this amount of their Colorado River water entitle~
<br />ment to the project would be appreciated. If the State is unable to make
<br />this commitment, we would then have a difficult time in supporting con-
<br />tinued planning on this project.
