Ed <br />Herschler has rejected a contro- <br />versial piece of legislation that <br />would have allowed Wyoming to <br />construct two coal slurry pipelines <br />using water tram the Big Sandy <br />and Little Snake rtvers, cla1ming <br />the measure was "putting the cart <br />before the barse." <br />The bill, sponsored by the two <br />senior Republican le~tive lead- <br />ers, Senate PreSident Eddie <br />Mooore and House Speaker Russ <br />Donley, would have authorized the <br />governor to. negoUate the contract <br />for sale of those waters. <br />Moore had .earller said the pro- <br />posal would allow the bse of up to <br />50,000 acre-feet of currently unus- <br />able saline water and would net the <br />state more than $50 million a year <br />in taxes and revenues. <br /> <br />But Herschier In his veto mes- <br />sage said he was not convinced the <br />water exports were essential now. <br />"This proposal puts the cart before <br />the horse by authorizing water ex- <br />port before critical information Is <br />available onlhe pro)lOSal, The so- <br />called 'wlndow-o(.opportunity' <br />should remain. open long enough <br />for informed decision-making or it <br />Is, indeed, no window at all, " <br />Herschier wrote. <br /> <br />Herschler said the state should <br />walt until Congress resolves a coal <br />slurry proposal tilat would provide <br />protection for the application of <br />state anll loca1 law on locations <br />and operations of interstate pipe- <br /> <br />It!' <br /> <br />Cjl~~4 <br /> <br />'!/~: <br />
