<br />\Ju~2H <br /> <br />This alternate proposal. in which the above organizations all <br />joined, recommends a total wilderness area of approximately <br />12,500 acres. They recommend specifically a 500-acre Kodel <br />Canyon wilderness in the northwest corner of the monument; an <br />approximate 2000-acre No Thoroughfare Canyon wilderness in <br />the southeast corner of the monument; and an approximate <br />lO,OOO-acre Monument Mesa wilderness that would include the <br />National Park Service proposal of 7700 acres, plus all of <br />Monument Mesa. They propose closing the existing Liberty Cap <br />Motor Nature Road on Monument Mesa, and eliminating the <br />NPS.proposed return loop. They also recommend that the <br />NPS-proposed "buffer zone" along the northeastern boundary be <br />placed in the Monument Mesa wilderness. <br /> <br />18 <br /> <br />The map submitted with their proposal is included in the official <br />record. The additions proposed are shown generally by the letter <br />"X" in Exhibit C. <br /> <br />National Parks and Conservation Associations Recommendation <br />Their recommendations are quite similar to those of the <br />Colorado Open Space Council, with the following exceptio;1s: (1) <br />They propose an area to the west of the Rim Rock Drive with a <br />management strip to, isolate the road from wilderness; and they <br />propose that (2) the wilderness from Ute Canyon be extended to <br />a management strip protecting the motor nature trail running to <br />Liberty Cap, and also that NPS plans for the proposed motor <br />nature trai I extension be dropped. <br /> <br />The map submitted with their proposal is included in the official <br />record. The additions proposed are generally shown by the leUers <br />"X" and "Y" in Exhibit C. <br /> <br />State of Colorado Game, Fish and Parks Commission <br />Recommendation <br />They disagree with the National Park Service proposal to the <br />extent that the major portion of Monument Mesa would be <br />excluded from wilderness designation to accommodate a motor <br />nature road. They state that the Liberty Cap Motor Nature Road <br />depreciates the wilderness quality by nearly bisecting the <br />recommended wilderness unit. <br />
