\Ju~2H This alternate proposal. in which the above organizations all joined, recommends a total wilderness area of approximately 12,500 acres. They recommend specifically a 500-acre Kodel Canyon wilderness in the northwest corner of the monument; an approximate 2000-acre No Thoroughfare Canyon wilderness in the southeast corner of the monument; and an approximate lO,OOO-acre Monument Mesa wilderness that would include the National Park Service proposal of 7700 acres, plus all of Monument Mesa. They propose closing the existing Liberty Cap Motor Nature Road on Monument Mesa, and eliminating the NPS.proposed return loop. They also recommend that the NPS-proposed "buffer zone" along the northeastern boundary be placed in the Monument Mesa wilderness. 18 The map submitted with their proposal is included in the official record. The additions proposed are shown generally by the letter "X" in Exhibit C. National Parks and Conservation Associations Recommendation Their recommendations are quite similar to those of the Colorado Open Space Council, with the following exceptio;1s: (1) They propose an area to the west of the Rim Rock Drive with a management strip to, isolate the road from wilderness; and they propose that (2) the wilderness from Ute Canyon be extended to a management strip protecting the motor nature trail running to Liberty Cap, and also that NPS plans for the proposed motor nature trai I extension be dropped. The map submitted with their proposal is included in the official record. The additions proposed are generally shown by the leUers "X" and "Y" in Exhibit C. State of Colorado Game, Fish and Parks Commission Recommendation They disagree with the National Park Service proposal to the extent that the major portion of Monument Mesa would be excluded from wilderness designation to accommodate a motor nature road. They state that the Liberty Cap Motor Nature Road depreciates the wilderness quality by nearly bisecting the recommended wilderness unit.
