Purpose is to prevent future depletions of usable stateline flows by post-compact ~ 'lJ.I ,..... <br />wells and allow wells to continue to pump. <br /> <br />2. Elements of the solutions <br />a. Quantify depletions based upon power coefficient data available resulting <br />from 1994 rules and regulations and use of H-I model under varying <br />assumptions. <br />1. State will provide technical assistance and data including well <br />locations <br />2. Subcommittee will suggest various assumptions and review data <br /> <br />b. Evaluate how pumping location impacts stateline depletions. <br /> <br />c. Review how transmountain return flows can be used to offset stateline <br />depletions. <br /> <br />d. Prioritize possible augmentation programs <br />1. Account in John Manin filled with various sources - leased, <br />purchased, other <br />2. Retiring irrigated land near stateline <br />3. Leasing transmountain return flows to reduce augmentation <br />obligations <br />.4. Using recreation water in conjunction with augmentation <br />5. Developing additional imports <br />6. Other <br /> <br />e. Evaluate suitability and yield of water submitted by water acquisition <br />committee for consideration. <br /> <br />f. Consider and minimize impacts of pennanent dry up of irrigated land. <br /> <br />3. Recommend the content and timing of rules and regulations necessary for the <br />State Engineer to promulgate to achieve the purpose. <br /> <br />B. INTRASTATE DEPLETIONS <br /> <br />1. Purpose to mitigate to an acceptable level the depletions to senior surface water <br />rights in Colorado. <br />
