<br />~ <br />1~ .... <br />2820 <br /> <br />!.~!~!A(~E~~"~!!6! <br /> <br />^ <br />~~ <br /> <br />WATER RESOURCES COUNCIL <br /> <br />PROPOSED PRINCIPLES AND STAND- <br />ARDS FOR PLANNING WATER AND <br />RELATED LAND RESOURCES <br /> <br />Notice of Additional Hearings <br /> <br />In the FEDERAL REGISTER for Decem- <br />ber 21, 1971 (36 F.R. 24144), the CouncU <br />gave notice of a period of publlc review <br />and comment. commencing 68 of <br />December 21, 1971. and terminating <br />March 31, 1972, on the Conneil's pro- <br />posed Principles and Standards for <br />Planning Water and Related Land Re- <br />sources, which were published as part <br />of the notice. and which included 8 draft <br />environmental statement. <br />Notice was also given that as part of <br />the review. a public hearing would be <br />held at the National Museum of History <br />and Technology, 14th Street and Con- <br />stitution Avenue NW., Washington, DC, <br />on March 20 Bnd 21, 1972, commencing <br />each day at 10 a.m. (use Constitution <br />Avenue entrance, conference Room to <br />left after entering). . <br />Reaction to the earlier notice and pub- <br />lication of the Councll's proposals has <br />indicated the desirability of holcl1I1g <br />hearings in addition to the hearing in <br />Washington, D.c-:, Accordingly, the Coun- <br />cil has scheduled two additional publlc <br />hearings as part of the previously an- <br />nounced period of publlc review and <br />comment on the Council's proposals. <br />1. NW., Washington, <br />DC 20037, no later than noon, Mare'h 10, <br />1972, with an advance copy of the stat<>- <br />ment if avatlable. Such notice, as well as <br />the statement itself, should clearly in- <br />dicate whether it is directed to the pro- <br />posed principles and,stanaai-ds, to the <br />sepa.ra.te draft envirorunental statement, <br />or to both. For the convenience of a.U <br />lIhosc who wish to present views, the <br />COuncil will attempt to schedule persons <br />speaking on their own behalf during the <br />evening portion of the hearings, and per- <br />sons speaking on behalf of orga.n1zati.oIlS <br />during the morning and' afternoon ses- <br />sions. The Council will attempt to sched- <br />ule the presentation of those persons who <br />fail to observe the March 10, 1972, dead- <br />line as time permits. If necessary to ac- <br />commodate all those wishing to present <br />oral statements, the hearing omcer may <br />limit such'statements to 30 minutes. Background 01 vroposal. These pro- <br />posed principles and standards are based <br />on over 2 years of Intensive effort by the <br />Water Resources Council. <br />The CouncU appointed a speclal task <br />force to review evaluation practices cur- <br />rently wed In plannlng. An Initial public <br />hearing was held In January 1969 to s0- <br />licit pubUc views. A preliminary report of <br />the special task force proposing a multi.- <br />obJp-ctive approach to planning water <br />end land resources was published by tlhe <br />COuncil In June 1969. The COWlcll <11- <br />rected that the lsBues and the propooal. <br />in the report be widely discussed and <br />tested on existing projects. <br />Nine publiC hearings were held at <br />which a.bout 200 oral statements were <br />presented and nearly 400 other state- <br />ments were submitted. for the record. The <br />preliminary task force report, of which <br />about 5,000 copies have been distributed, <br />has been the subject of dIscussion at nu.. <br />meroUs meetings and seminars. The re- <br />port has been extensively reviewed by <br />several Federal agencies and river basins <br />commissions. In addItion. 19 field tests <br />have been made ot the proposed pro- <br />cedures ba.sed on the preliminary task <br />force report. On the basis of this in- <br />formation and suggestions of numerous <br />experts from Federal and State Gov- <br />ernments, universities, and other sources <br />the task force submitted its final recom- <br />mendations to the Water Resources <br />Councilln August 1970. <br />After careful consideration, the Coun- <br />cil has made certain revisions in the <br />task force recommendations and has <br />tentativelY adopted the revised principles <br />and standards, subject to public review <br />and conunent and Presidentfal approval. <br />8. Effect. The principles and stand- <br />ards, when approved, will supersede the <br />policIes, Standards, and Procedures.
