.

.

.

i'~..~}

Transmittal

The existing Lower South Platte Water Conservancy District
would be the contracting entity for payment of annual Federal OM&R
expenses and repayment of most of the capital costs allocated to
irrigation. The district will have two sources of revenue: (a) from
an ad valorem tax, and (b) from water charges. In addition, the
unit will be credited with an estimated $10,000 annually from service
charges received from the Fort Morgan Canal and Jackson Lake interests.
Total net revenues will enable amortization of the irrigation alloca-
tion of $26,104,500 within 50 years without interest.

The non-Federal operating entity would finance or repay the
reimbursable costs allocated to recreation and fish and wildlife
with interest over a 50-year period.

ACKNOWLEDGMENTS

Summary statements of the Corps of Engineers, National Park
Service, Fish and Wildlife Service, and the Public Health Service
are appended as part of this report. The Bureau of Mines prepared
a special report in January 1961 entitled "Mineral Resources at
Narrows Reservoir Site, Morgan County, Colorado." That re:port ,,,as
revised in September 1964 and the latter report was updated by a
memorandum in October 1965. Numerous other Federal, State, and
local agencies have furnished much information and data used in the
studies for the unit. The contributions of each agency have been
of ~2terial assistance in the inves~igations.

4
