" f'1 <br />Od,__;}J" <br /> <br />. <br /> <br />. <br /> <br />(()I ()i\AI)() I<IVIR WAT[[< <br />(:()NSlr<V^rIO~[ DiSTRICT <br /> <br />DEVELOPMENT OF FUTURE <br /> <br />WATER DEMAND PROJECTIONS <br /> <br />FOR THE <br /> <br />YAMPA RIVER BASIN ALTERNATIVES FEASffiIllTY sruDY <br /> <br />BACKGROUND <br /> <br />The Colorado River Water Conservation District (CRWCD) in conjunction with the <br />Colorado Water Conservation Board (CWCB), the U.S. Bureau of Reclamation (USBR), U.S. <br />Fish and Wildlife Service (USFWS) and the Recovery Program for Endangered Fish Species <br />of the Upper Colorado (RIP) undertook the YamDa River Basin Alternatives Feasibilijj' <br />Studv (the Yampa Study) performed by Hydrosphere Resource Consultants of Boulder, <br />Colorado, to determine the potential for utilization of the Juniper Project water rights held <br />by the CRWCD for protection of instream flows for the Colorado River fishes listed as <br />endangered, occurring in the Yampa River. Part of this study was the evaluation of the <br />adequacy of existing water supplies to meet current and future needs with in the Yampa <br />River basin. <br /> <br />In order to evaluate the ability of existing water supplies to meet future needs an <br />estimate of future needs was required. Investigations with in the Yampa River basin <br />revealed little available information on future demands for water resources. Lacking <br />projections of potential future the study, an estimate of future demands was generated. <br /> <br />DEMANDS VS. DECREES <br /> <br />The water demand analyses conducted as part of the Yampa Study was based <br />entirely on the assumption that if a water demand developed, the appropriate legal <br />mechanism for delivery of that water would also develop due to the economic need.
