Because of the holdover storago capacity in the reservoir
the increased non would be greatest in tho critically dry yoars such
as 1931, 1934 and 1940. The regulation provic'ed by tho "'.spen Reservoir
vlould improve the y.-ator supply in the Roaring Fork ,liver for irrigatien
and oth~r decreed uses and would enhance the fishing and recreational
values of the stroam. The table that appears en the ?recedi~g page
shows a comparison of the flovlS of the Roaring Fork "~iver under oxisting
conditions and as the flows would be modified by the Fryingpan-~rkansas
Project for the years 1920 to 1947.

Fr:ringpan River

The Fryingpan-,;.rkansas Project contempl"tos the collocction of
water from the headwater streams of the FryinGpan .{atershcd and from
Hunter Creek p.l1d its subsequent diversion threugh the Continental
Divide to the ;,rkansas River Basin. In formuli',ting the plans and
operating proc~durcs for this collection system the proble!'l of pro-
serving fishery values was carefully considered by the Bureau of
Reclamation, the Fish and Vfildli"e Service and the Colorado Game and
Fish Commission. These agencies determined aftor consnerQble study
the amount of wator which should remain in the streams fer fish and
vnldlife preservation. The findings of this group are suomarized
in a lettor report by the Fish and Wildlife Service which appears
in the follovnng quotation from paragraph 9, page 139, H.D. 187:

"9. The Fryingpan Collection System would permit the
average annual diversion of 69,200 acre-feet from the head-
water streams of the Fryingpan watershed and from Hunter
Creek. The systom would be exten:lod to include Last Chance
Creak and Lime Croek, tributaries of Fryingpan Rival'. Diver-
sions from Limo Creek would be limited to the flood months
of May and June. The divertable flow indi.cated above would
be in excess of these recommended by this Service for fish
and wildlife preservation, which are as follovrs:

-8-
