This proposal is in support of
the San Juan River Basin Recovery Implementation Program (Implementation Program). a
cooperative effort by the Service, the Bureau of Reclamation, Bureau of Indian Affairs, Bureau
of land Management, the States of Colorado and New Mexico, the Ute Mountain Ute Indian
Tribe, the Southern Ute Indian Tribe, and the Jicarilla Apache Indian Tribe.

The Implementation Program is a multi-agency, public and private effort to protect and recover
endangered fishes in the San Juan River Basin (Basin) while water development proceeds in
compliance with all applicable federal and state laws. Endangered species for which the
Implementation Program has been formulated are the Colorado squaw fish (Ptvchocheilus
lucius) and the razorback sucker (Xvrauchen texanus). The former species ;s the subject of
the proposed experimental stocking plan now under consideration.

There are two general alternatives relating to this proposal. They are (1) No Action, and (2)
the Experimental Stocking Plan. The preferred alternative, as described herein, is to initiate
the proposed stocking plan in 1996 with 100,000 Colorado sQuawfish divided eQually-
between two sites on the San Juan River and to continue the experimental stocking in 1997
at five sites, using 20,000 marked Age-O Colorado squawfish at each site.
