I am
confident that this Subcommittee's good judgment will
recognize my requests as responsible and consistent
, with both Administration recommendations and funding

timetables. For the purpose of the record I wish to
emphasize the importance of strict compliance with
funding timetables. A one-year delay in today's economy

prod~ces not only a delay in completion and all its
related benefits, but also escalates construction
expenses. . To illustrate this point, I need only refer
to the economically disasterous consequences of the

under funding of the Fryingpan-Arkansas Project for
fiscal year 1969. The 1969 budget cut of $10.9 million,
together with previous design changes, raised the 1962
total projected cost from $170 million to a 1970 total
projected cost of $202.1 million. To recoup the $10.9
million cut in FY 1969, it was estimated that an additional
$14.3 million be added to the FY 1970 budget to place the
project back on schedule with a one-year delay.

,

i

,

"J

\',

"

~ -:'

"

, I

, ,

"
