~
C")
o:::t'

Moffat County will have no difficulties financially except that it will

collect more in property tax than it needs if the mill levy rate remains

constant. There will be very few expenditures required of the county except

for the hospital, and no effort has been made to estimate them. However,

the county may anticipate spending the following amounts to provide hospital

capital facilities: $37,000 in 1975, $630,000 in 1976, and $730,000 in 1977.

This is a total of $1,397,000 through 1977, the year of peak demand.

County-levied property taxes on the power plant will total over $1,000,000

by 1979.

Conclusion

The peak marginal impact of the construction of the Craig power plant

will apparently occur in the first quarter of 1977 in both the City of Craig

and Moffat County. The burden of this impact will be born primarily by

Craig and in the areas of education, water and sewage, police and fire pro-

tection, and medical services.

After 1977 the county will have potentially far more revenue than it

needs, and it could respond by lowering the county mill levy, sharing funds

with the city (where the needs created by the power plant must be met), or

assuming the provision of some services presently provided by the city of

Craig. In any event, it will be desirable for the city and county to

cooperate in planning future financial activities.

vi
