Future
budget requests will p~ovide for maintaining a continuous construction program.

A bid opening has been set for April 2, 1981, for 25 salvage wells. A second
contract to complete the Stage 1-2 salvage wells (33) is estimated to be awarded
in September 1981.

If funding and construction proceed on schedule, and staged consents are received
from the Colorado Water Conservation Board and the Rio Grande Water Conservation
District, estimated completion dates and cumulative Yields from the various
stages are:

Stage

Estimated completion Date

Cumulative Estimated Annual Yield
(acre-feet)

1-2
3
4
5

January 1985
April 1986
April 1989
April 1990

19,000
51,000
90,000
99,000

Although the start of construction has been approved, funds are available, land
acquisition is proceE'ding, and initial contract specifications are underway,
there are more prepal'ations to be done. These next items are in that. category:

If the State of Colol'ado intends to cost-share with the united States in the
development of recreE,tion and fish and wildlife facilities i-tl: the Head-San Luis
Lakes area, a repaymElnt contract under the provisions of Public Law 89-72 needs
to be executed beforE. the start of Stage 3 construction (July 1982). A draft
repayment contract f<lr these purposes will be prepared by us and will be available
for the State of Colc.rado this spring.

During the construct:.on of Stage 1-2, there is also an obligation to seek clari-
fication from the Congress on proportional deliveries. In simple terms, the
question is whether <lr not Alamosa National Wildlife Refuge is to aWait receipt
of a proportion of pl:oject divinion water until 60,000 acre-feet per year is
delivered to the Rio Grande. The Solicitor's office is studying the matter;
a position has yet te) be taken by the Interior Department.

In summary, we are on the eve of stal:ting actual construction on Closed Basin.
Some preparation. tasl.s remain to be accomplished, but none of the magnitude
that have already been accomplished. In 1985, we look forward to seeing Closed
Basin water delivered to the Rio Grande.

2

~ . . "'-....- ~....._. ~, ,,-~,,~~ .^,~<--=", ~~ -~-'-'" ~ ~",- - - ,. ~ ~
