Future <br />budget requests will p~ovide for maintaining a continuous construction program. <br /> <br />A bid opening has been set for April 2, 1981, for 25 salvage wells. These next items are in that. category: <br /> <br />If the State of Colol'ado intends to cost-share with the united States in the <br />development of recreE,tion and fish and wildlife facilities i-tl: the Head-San Luis <br />Lakes area, a repaymElnt contract under the provisions of Public Law 89-72 needs <br />to be executed beforE. the start of Stage 3 construction (July 1982). A draft <br />repayment contract f<lr these purposes will be prepared by us and will be available <br />for the State of Colc.rado this spring. <br /> <br />During the construct:.on of Stage 1-2, there is also an obligation to seek clari- <br />fication from the Congress on proportional deliveries. In simple terms, the <br />question is whether <lr not Alamosa National Wildlife Refuge is to aWait receipt <br />of a proportion of pl:oject divinion water until 60,000 acre-feet per year is <br />delivered to the Rio Grande. The Solicitor's office is studying the matter; <br />a position has yet te) be taken by the Interior Department. <br /> <br />In summary, we are on the eve of stal:ting actual construction on Closed Basin. <br />Some preparation. tasl.s remain to be accomplished, but none of the magnitude <br />that have already been accomplished.
