Utah <br /> <br />SUBJECT:: Biologiesl Opinion - Stagecoach Reservoir Project <br /> <br />Following is the U.S. Fish and Wildlife Service's (the Service) biological <br />opinion for the Stagecoach Reservoir Project (the Project). Reference is made <br />to your .emorandum to the Service dated May 29; 1985, which transmitted a <br />biologic$l assessment (Bureau of Reclamation. 1985) for the Project. Although <br />yonr ass~ssment came to the -no effect- determination for federally listed <br />species, ithe Service believes that the effects of your Federal action wa=ant <br />the -may Jaffect- determination for--'Certain life stages of endangered Colorado <br />Uver ba~in fishes which inhabit Yalllpa Uver reaches dovnstrealll from the <br />reservoir site. The Service also believes that the proposed action -may <br />affect- ~he Bald Eagle (Haliaeetus leucocephalus). Therefore, on July 3, <br />1985. th. U. S. Bureau of Rec:1a_d.on (the Bureau) initiated formal Endangered <br />Species 4ct (ACT) Section 7 cOlUlultation with the Service. We sgree with your <br />-no effe~t- determination presented in the biological assessment for the <br />blac:k-fodted fe=et (Mus tela nigripes). This opinion has been prepared as <br />prescri~d in the Section 7 Interagency Cooperation Regulations. 50 CFR 402, <br />and the ACT, 16 U.S.C. 1531.!!.!.:..~. <br /> <br />The 9o-d~y formal consultation period was extended by mutual agency agreement <br />until Nov,ember 1. 1985. as outlined in a Service memorandum to the Bureau <br />dated Juiy 23. 1985. Subse4uently. a 30-day extension was requested by the <br />Service .emo dated January a. 1986, and agreed to by the Bureau memo dated <br />January ~3, 1986. Unforeseen difficulties in developing conservation measures <br />made ano~her extension necessary. which was requeated by the Service memo <br />dated Fe~ruary 12, 1986. The last day for formal consultation was established <br />by the Bdreau (memo dated June 13, 1986) as June 27, 1986. <br />
