<br />002231 <br /> <br />5 <br /> <br />JOINT EXPLANATORY STATEMENT OF THE COMMITTEE <br />OF CONFERENCE <br /> <br />The managers on the part of the House and; the Sella te at the con- <br />ference on the disagreeing votes of the two Houses on the amendments <br />of the Senate to the bill (H.R.I0090) making appropriations for Public <br />Works for water and power developmen,t, including the Corps of <br />Engineers-Civil, the Bureau of Reclamation, the Bonneville Power <br />Administration and, other power agencies of the Department of the <br />Interior, the Appalachian Regional Commission, the Federal Power <br />Commission, the ,Tennessee Valley Authority; the Atomic Energy <br />Commission, and related independent agencies and commissions for <br />the fiscal year ending June 30; 1972, and for other, purposes, submit the <br />following joint statement to the House andthe Senate in explanation <br />of the effect of the action agreed upon by the managers and recom- <br />mended in the accompanying conference report: <br /> <br />TITLE I-ATOMIC ENERGY COMMISSION <br /> <br />OPERATING EXPENSES <br /> <br />Amendment No.1: Appropriates $1,950,130,090 instead of $1,926 <br />million as proposed by the House and $1,963,720,000 as proposed <br />by the Senate. The net increase over the House bill amount includes, <br />$1,750,000 for the nuclear materials program; $3 million for the <br />weapons program; $500,000 for research on the cardiac pacemaker <br />under the terrestrial electric power development program; $2,300,000 <br />for nuclear powerplant safety research; $1,200,000 for controlled <br />thermonuclear research; $500,000 for changes in selected resources; <br />a decrease of $120,000 in assistance payments to the city of Rich~ <br />land, Wash., under the community program;aIid an increase of <br />$15' million for the space propulsion systems-NERV A program, <br />providing a total appropriation of $30 million. The managers note <br />that $39 million was earmarked for the NERV A program in the <br />appropriation for fiscal year 1972 for the National Aeronautics and <br />Space Administration, As the policy has been to provide balanced <br />ailnual funding of the program between the two agencies, the managers <br />request consideration be given by AEC to providing from within <br />available funds such additional amounts as may be 'necessary to <br />match the NASA allocation. <br /> <br />'PLANT' AND CAPITAL EQUIPMENT <br /> <br />Amendment No,' 2: ApJ>.ropriates $344,250,000 instead of $344 mil- <br />lion a8 proposed by the House and $345 million as proposed by the <br />Senate. The increase over the House bill amount is for obtaining nec- <br />essary leasehold interests, including options to purchase, and auspen- <br />sion of mineral right8 in connection with the National Radioactive <br />Waste Repository site at Lyons, Kans. <br />Amendment No, 3: Reported in technical disagreement.
