0023H

.

.

requirement be established for the Lower Colorado River from the United States to Mexico. This is not
a NO!, but I expect that it will be considered along with the previously discussed sixty-day notice.

Lower Colorado Water Suoolv Proiect

Last October I discussed with you the history and purpose of the Lower Colorado Water Supply
Project (the "Project"), starting with its enactment by Congress in November 1988. During that
discussion, I indicated that the ultimate capacity of the Project was to be 10,000 acre-feet. The Act
provided for Reclamation to construct the Project Facilities, and for the lID to operate and maintain
them during the life of the Project. On October 28, 1996, Reclamation declared the initial 5,000 acre.
feet Project Facilities complete. Subsequently, nD and Reclamation inspected the Project Facilities and
developed a list of items to be completed or repaired prior to Reclamation turning over the Project
Facilities to lID for operation. Final inspection of the Project Facilities was completed by the parties
on December 3, 1998. Phase II of the Project has yet to be funded. Included in the Board folder is a
copy of correspondence from Reclamation informing nD that the Project Facilities will be officially
turned over to nD effective January 1, 2000.

WESTERN WATER PLANNING

Glen Canvon Adaotive Manal!ement

The next Adaptive Management meeting is scheduled for January 20 and 21, 2000, I have
included in the Board folder, as as informational item, a copy of the two.day agenda. The Work Group
is expected to recommend adoption of the fiscal year 200 I budget of $7,850,000.

WATER QUALITY

Salton Sea Reoort

With regards to the Salton Sea and its restoration, Mr. Thomas Kirk, Executive Director of the
Salton Sea Authority, will be present at the Board meeting to provide a status report on activities of the
Authority, and the federal, state, and local agencies involved in the restoration studies. At the
conclusion of his remarks, I have requested Mr, Luckey, Executive Officer of lID, to review with the
Board members his recent letter to Secretary Babbitt concerning the Department of the Interior's efforts
regarding restoration of the sea.

r

~t'R'~_~r.4".AI'--

~ Gerald R.
