<br />002313 <br /> <br />. <br /> <br />. <br /> <br />Basin Statesffribes Discussion <br /> <br />Basin States Meeting <br /> <br />Representatives of the Colorado River Basin states met on December 16, 1999, in Las Vegas, <br />Nevada. The major topic of discussion was the status of California's development of its 4.4 Plan. <br />During the meeting, Messrs Tom Hannigan and Dennis Underwood provided a presentation on the 4.4 <br />Plan. The presentation included a detailed discussion of the components that are being considered for <br />inclusion in the plan, and also addressed previous comments that the Basin states had made regarding <br />California's 4,4 Plan and its preparation. <br /> <br />Following the presentation, representatives from the other states expressed their appreciation <br />for the update and inquired as to when the final document could be expected. The California <br />representatives indicated that we hoped to have it by the rniddle of January. <br /> <br />During the meeting, there was a discussion of the participation at future meetings. The other <br />states indicated that they would like to see the number of people attending from each state limited to <br />two or three representatives. California's representatives indicated that we would attempt to limit our <br />participation to five people. Also, the participation of representatives from the Colorado River Basin <br />Tribes was discussed. It was decided to ask representatives from the Tribes to attend the next meeting. <br /> <br />As we began revising the Board's 1997 draft 4.4 Plan, it became apparent that it would be <br />desirable if the final plan were to be written as a planning document that could receive broad <br />distribution. Thus, it is suggested that the plan be completely rewritten. A draft of the outline for the <br />"California Colorado River Water Use Plan" is included in the Board folder, and will be discussed <br />during the January 12th Board meeting. It is anticipated that the draft Plan can be rewritten and <br />presented to the Board for its consideration at the February Board meeting. <br /> <br />The next meeting of the Colorado River Basin states has been scheduled to be held in Phoenix, <br />Arizona on January 19th. The primary items to be discussed will be I) to welcome the Tribes, 2) the <br />status of drafting California's 4.4 Plan, and 3) the differences between the surplus criteria being <br />proposed by California and the criteria proposed the other Basin states. For the latter agenda item, it <br />is anticipated that during the meeting a list of those parameters that need to be further addressed will <br />be developed, and that a process to address them through model studies will be identified. <br /> <br />Future Upper Basin Depletions <br /> <br />On December 23, 1999, the Upper Colorado River Commission released a document that <br />describes the estimates of future depletions in the Upper Basin states. Copies of the resolution passed <br />by the Upper Colorado River Commission and a summary of the future Upper Basin depletions are <br />included in the Board folder. A schedule of the future depletions in each state is available in the <br />Board's offices and can be obtained upon request. Compared to earlier Upper Basin depletion <br />schedules, the latest schedule shows a higher level of depletion between now and 2020, and then flattens <br />out, ending up in 2060 at about the same level of depletion as shown in earlier schedules. <br /> <br />3 <br />
