Position of city is that. <br />of cooperation with Federal Government and interested <br />. States and communities for establishment of storage <br />reservoirs in order that damage by flood may be averted <br />and large additional areas of land irrigated and hydro- <br />electric power opportunities created. City's Chief <br />Engineer Mulholland and Chief Electrical Engineer <br />Scattergood and its Consulting Board Durand, Ryan and <br />Ensign are of strong conviction after careful study <br />based' on data heretofore acquired by Roclaraation <br />Sorvice Geologioal Survey and other agencies and inspec- <br />tion in field that a major project at Boulder Canyon of more <br />than thirty million acre feet as recommended by Director <br />Davis is proper integral part of ultimate complete plan <br />of development and that part which should for many economic <br />and operative reasons be first deveioped. <br /> <br />65 <br /> <br />. <br /> <br />. <br /> <br />City of Los Angeles desires to obtain opportun- <br />i ties for development of hydro-electric pouer on Colorado <br />River, portion of "hich it may develop in the immediate <br />future, "lith othcr portions doveloped by it from time <br />to time later on. Its total rights being commensurate <br />"ith the demands for electrie power within its boundar- <br />ies in like proportion as demands of other communities <br />may be provided from the Colorado River Supply. Ci ty <br />of Los Angeles has established hydro-electric po"er <br />generating transmission and distributing system and <br />desires such po"er opportunities on the Colorado that <br />they may be developed by it as an integral part of its <br />municipal system and believes that Federal Government <br />should hold po"er opportunities for benefit of and <br />apportion same among various States and communities in <br />proportion to their respective needs, leaving to those <br />communities the manner in "hich they desire to develop <br />the same or have it developed for their benefit, <br /> <br />.. <br /> <br />I <br /> <br />.. <br /> <br />Attention of Commission is respectfully directed <br />to the application of the City before the Federal POHer <br />Commission, Number 238, for right to develop hydro- <br />electric power at Boulder Canyon site, from which source <br />it seeks to secure needed hydro-electric power in immed- <br />iate future, preferring that Government should finance <br />and construct dam, and if not Government, then City is <br />willing to undertake same under Government supervision <br />and control so that interests of all communities may be <br />protected, City requests opportunity to be heard before <br />Colorado River Commission. <br /> <br />. <br /> <br />H.
