Annual operation and maintenance costs, a state <br />obligation, are projected to be $87,000. <br /> <br />The combined non-federal construction costs for land <br />acquisition and enhancement features are as follows: <br /> <br />Land <br />Enhancement <br /> <br />$ 222,750 <br />1,244,500 <br /> <br />Total <br /> <br />$1,467,250 <br /> <br />Discussion <br /> <br />The only money appropriated by the legislature thus far <br />for the nearly $1.5 million of non-federal costs is the <br />$500,000 authorized for expenditure from the Board's construc- <br />tion fund by SB 537 (1979 Session). This leaves the state <br />about $1 million short. <br /> <br />The Bureau has advised that a repayment contract for the <br />enhancement features must be executed before construction can <br />be initiated on stage 3 of the project this summer. However, <br />actual payments from the state will not be needed, at the <br />earliest, until January of 1983. Furthermore, the typical <br />repayment contract with the Bureau would make the state's <br />obligations contingent upon future appropriations by the <br />legislature. Since $500,000 has already been authorized from <br />the construction fund, an additional appropriation is not <br />needed at this time. <br /> <br />The Colorado wildlife Commission, at its January meeting, <br />adopted a motion in support of using wildlife cash funds in the <br />amount of $204,000. Assuming that the legislature favored this <br />proposal, then $763,250 above and beyond the $500,000 of <br />already authorized construction fund monies would still be <br />needed at some future date. <br /> <br />Recommendations <br /> <br />I recommend that the Board: <br /> <br />1. Support and approve of the new proposed mitigation and <br />enhancement plans. <br /> <br />2. Urge the Colorado Congressional delegation to seek <br />passage of a bill amending the original authorizing <br />legislation to provide for the new proposed mitigation <br />and enhancement plans. <br /> <br />-3- <br />
