The combined non-federal construction costs for land acquisition and enhancement features are as follows: Land Enhancement $ 222,750 1,244,500 Total $1,467,250 Discussion The only money appropriated by the legislature thus far for the nearly $1.5 million of non-federal costs is the $500,000 authorized for expenditure from the Board's construc- tion fund by SB 537 (1979 Session). This leaves the state about $1 million short. The Bureau has advised that a repayment contract for the enhancement features must be executed before construction can be initiated on stage 3 of the project this summer. However, actual payments from the state will not be needed, at the earliest, until January of 1983. Furthermore, the typical repayment contract with the Bureau would make the state's obligations contingent upon future appropriations by the legislature. Since $500,000 has already been authorized from the construction fund, an additional appropriation is not needed at this time. The Colorado wildlife Commission, at its January meeting, adopted a motion in support of using wildlife cash funds in the amount of $204,000. Assuming that the legislature favored this proposal, then $763,250 above and beyond the $500,000 of already authorized construction fund monies would still be needed at some future date. Recommendations I recommend that the Board: 1. Support and approve of the new proposed mitigation and enhancement plans. 2. Urge the Colorado Congressional delegation to seek passage of a bill amending the original authorizing legislation to provide for the new proposed mitigation and enhancement plans. -3-
