<br />and a number of other Conservancy Districts in Colorado
<br />in helping to secure Congressional passage of the much
<br />needed Colorado River Basin Project Bill, This Project
<br />involves all seven of the Coloraeo River Basin States,
<br />and culminates over 20 years of serious water disputes,
<br />and costly litigation. As approved by Congress, it pro-
<br />vides for five projects in Western Colorado, along with
<br />the Central Arizona Project, several in the state of Utah,
<br />and an agreement between States regarding the regulation
<br />of Colorado River Water, This effort indicates the co-
<br />operative spirit between Water Conservancy Districts
<br />throughout the Western United States,
<br />
<br />WATER MEETINGS
<br />
<br />The members of the Board of Directors of the South-
<br />eastern Colorado Waler Conservancy District continued
<br />their time proven policy of having representatives attend
<br />a wide variety of water related meetings. They found that
<br />the information gained, acquaintenceships made, and
<br />cooperative programs entered into, have been of great
<br />service in the work of the Southeastern Colorado Water
<br />Conservancy District. Only by attending such meetings
<br />can we benefit from the experience of Conservancy Dis-
<br />tricts which have been in existence much longer than the
<br />Southeastern Colorado Water Conservancy District. Some
<br />of the meetings attended by delegates from the District
<br />are: National Reclamation Association; Colorado River
<br />Water Users Association; U.S. Geological Survey Re.
<br />search Center Tour; National Rivers and Harbors Con.
<br />gress; Four States Irrigation Council j Irrigation Opera-
<br />tors Workshop; Institute for Organizational Manage.
<br />ment; Colorado Water Congress; Colorado Water Con.
<br />servation Board; Colorado River Advisory Committee;
<br />Fryingpan.Arkansas Project Operating Principles Com-
<br />mittee; Colorado Water Pollution Control Commission
<br />meetings; Army Corps of Engineer meetings; Congress.
<br />ional Hearings; meetings of various ditch and water user
<br />associations; Colorado State Legislature Hearings and
<br />meetings; Conservation and Ecological meetings; and
<br />numerous others. The policy of the District requires that
<br />each delegate report at the next regular Board of Direc-
<br />tors meeting; and return as much printed material as
<br />possible, to be made a part of the library, and distributed
<br />widely throughout the Conservancy District,

<br />In 1967, the Board of Directors authorized the print-
<br />ing of a series of Brochures, to not only explain the legal
<br />functioning of the Southeastern Colorado Water Conserv.
<br />ancy District and the Fryingpan-Arkansas Project, but
<br />also to provide information on water resources which
<br />would enable the water users in the Arkansas Valley to
<br />obtain maximum beneficial use of the limited water
<br />supply,

<br />We have examined the balance sheet of the Southeastern
<br />Colorsdo Water Conservancy District as of December 31,
<br />1968 and the related statements of revenues and expend-
<br />itures; change. in fund balance; and changes in U. S.
<br />Treasury Bills for the year then ended. Our examination
<br />was made in accordance with generally accepted auditing
<br />standards and accordin8ly included such tests of the
<br />accounting records and such other auditing procedures .s
<br />we considered necessary in the circumstances.
<br />
<br />In our opinion the accompanying balance sheets and state-
<br />menes of revenues and expenditures; changes in fund balance';
<br />and changes in.U. S. Treaaury Bills present fairly the
<br />financial position of the Southeastern Colorado Water
<br />Conservancy District at December 31. 1968 and the results
<br />of ita operations for the year then ended. in conformity
<br />with generally accepted accounting principles applied on
<br />a basis consistent with thae of the preceding year.
