A separate study of the future demand and market
value of peaking power is presently being carried out for the Colorado Water
Resources and Power Development Authority. The results of that study will be
summarized in the final report of this study.

RECREATION RELATED AND OTHER WATER DEMANDS

The demand for potable water to serve campgrounds was estimated and deemed
too small to be considered as a separate water demand in this study.

Water for snowmaking is small in magnitude and basically nonconsumptive.
It was decided, therefore, not to include snowmaking as a separate water demand
in the study. Water requirements for fishery enhancement, whitewater boating,
endangered species, minimum instream flow demands and Federal reserved rights
are important to this study and are treated in other study tasks. These
demands are not estimated in this task but are mentioned to assure the reader
that they will be included in the study.

DEMAND FOR RECREATION

A qual~tative assessment of the potential demand for increased recreation
opportunities in the study area was carried out. A review of existing
literature and discussions with recreation planners led to the following
conclusions:

o Water-based recreation
and local level in the
the future. Cold water
to 2 percent annually.
windsurfing is expected
over the long term.

has shown strong growth on the national, state
past and that growth is expected to continue in
fishing is projected to grow at the rate of 1.5
Near-term growth of whitewater boating and
to be very strong with more moderate growth

o The public wants, and is willing to pay for, a quality recreation

experience.

o Trail related recreation has ranked among the ten most popular outdoor
recreation activities for the past 30 years.

-6-
