No priority under Part 2 shall be <br />released nor assignment made of any appropriation that <br />will, in the judgment of the Department of Fin.nce, deprive <br />the county in which the appropriated water originates of <br />.ny w.ter necess.ry for the development of the county. <br /> <br />14 <br /> <br />00216~ <br /> <br />. <br /> <br />CONCLUSIONS <br /> <br />In considering the solution of the ever.increasing water <br />problems of Californi., there are four fundamentals which <br />need to be considered and which should be used as guide <br />posts in the program of development. These fundamentals <br />are: <br /> <br />,. Regarding tptal water supplies within Califor- <br />nia-On the basIs of the Inventory of the water <br />resourcesaild estImates of the ultimate water <br />requIrements so far made, adequate water <br />supplies can be developed and regulated from <br />California's ,water resources, including Califor- <br />nia's rights In and to the waters of the Colorado <br />River, in available surface reservoir sites and <br />ground water basins to meet the probably ultI- <br />mate water requIrements in the State without <br />ImportIng water from a source outside of the <br />State of California, such as the Columbia River <br />In the Pacitic Northwest. <br /> <br />2. Regarding the transfer of water-It is quIte evi- <br />dent that in any plan for the ultimate develop. <br />ment and utilization of the water resources of <br />the State, water must be transferred from the <br />areas of surplus water supply to areas of de' <br />ticiency. The areas from which these surpluses <br />must come are the Sacramento River Basin and <br />the North Coast. <br /> <br />3. Regarding the need for ADDITIONAL water for <br />Southern CalifornIa-The presumption that sup- <br />plies of water from the Northern part of Cali- <br />fornia, if .made available to Southern Califor- <br />nia would substItute for water now being used <br />from the Colorado River Or other sources is en- <br />tirely erroneous. The ultimate water require- <br />ments of Southern CalifornIa are 5,000,000 <br />acre-feet in addition to available local supplies, <br />importations by the City of Las Angeles from <br />Owens Valley and Mono Basin and California's <br />rights in and to the waters of the Colorado <br />River. The presently planned feather RIver <br />Proie.. will provide only one-third of thIs de- <br />ticlency initially, according to State Engineer <br />Edmonston. <br /> <br />4. Regarding additional studies on varIous aspects <br />of the Water Program-It is a foregone conclu- <br />sion that detailed studies of the feather River <br />Praiect and the related proposals must be car- <br />ried on with vigor. To carry these studIes for- <br />ward, funds have been made available from <br />State sources to the Division of Water Resources <br />in sufficient amount to forward the program <br />and to expedite the completion of detailed <br />studies leading to financing and construction of <br />the proie.., <br /> <br />16 <br />
