Provide a firm water supply for the 322,000 acres of
irrigable land in the Feather River Service araa. This
supply of 970,000 acre-feet annually would be ade-
quate to meet all future needs of the area.

2. Flood flows below the dam which have reached a
recorded maximum of 230,000 second-feet would
be reduced to between 50,000 and 100,000 second-
feet giving flood protection to an area with a
market value of $340,000,000.

4

3. A minimum of 232,000 kilowatts of po""nerat-
ing caracity would be made availabla ~~ aver-
age 0 1 % billion kilowatt hours of electric power
would be generated. annually.

4. A sufficient amount of water could be mada avail-
abla in the Sacramento-San Joaquin Delta to per-
mit a constarit diversion of 3j930 second-feet from
that area, which is equal to 2,845,000 acre-feet an.
nually, or '

5. Supply 127,000 acre-feet of water annually through
the Santa Clara-Alameda Diversion to areas in
Santa Clara "and Alameda counties,

6. Supply 945,000 acre-feet of water annually through
the San Joaquin Valley-Southern California Diver-
sion to areas :.in Fresnol Kings and Kern counties on
the wes.t side of the San Joaquin Valley.

7. Supply 1,773,000 acre-feet of water annually
through the San Joaquin Valley-Southern California
Diversion to areas in Southern California extending
as far south as San Diego County.

WATER PROJECT AUTHORITY HAS THE
RESPONSIBILITY
Tha units or portions of them may be constructed
by the Water Projed Authority and maintained and
operated by it to such extent and for such periods as the
Authority may determine, as units of the Central Valley
Project, separate and apart from any or all other units of
the project.

Provision is made in the ad passed by the Legislature
for financing tha projed through the Issuance and sale
of revenue bonds and the receipt of contributions
from other sources In aid of the prolect. The ad also
authorizes and directs the Department of Public Works,
acting through the State Engineer, to condud the necessary
investigations, surveys and studies, and calls for the prepa-
ration, of plans and specifications for the construction of
the wcirks, Tha plans and specifications are to be submitted
by the State Engineer to the Water Projed Authority for
its approval.

The Water Project Authority of California was estab- .
Iished by tha State legislature some years ago when it was
presumed that the State of California would construd and
operate the Central Valley Project. Tha Authority has had
only nominal and incidental duties since tha Central Valley
Projed has been constructed by the Bureau of Reclama-
tion of the .Department of the Interior and is now operated
by that agency. '

The Water Project Authority of California is composed
of the Director of Public Wor~s, who is the chairman; the
Attorney General, the State Treasurer, the Diredor of
Finance and the State Controller, with the State Engineer
as executive officer.
