The Water & Power Resources Services <br />cites the project's exemption from the Procedures for Evaluation of National <br />Economic Development (NED)Benefits and Costs in Water Resources Planning <br />(Level C) and Proposed Revision to the Standards for Planning Water and <br />Related Land Resources as justification for omitting economic damages <br />concomitant with the salinity increases. While this may be a legitimate <br />action, due to the project's date of authorization, the adverse impacts and <br />economic losses will result nonetheless.
