<br />4-4 <br /> <br />Chapter 4 - Reallocations <br /> <br />from the Federal government to the State; and <br />· Establish a water resource management plan. <br /> <br />Such partnerships occur where careful planning and analyses precede <br />cooperative discussions which develop partnerships in which all <br />parties benefit. <br /> <br />3. Historv of Reallocations. Between 1958 and 1979, several <br />reallocations were performed under the discretionary authority of <br />the Commander, USACE. None of these reallocations were greater <br />than 15 percent of total usable storage and/or 50,000 acre-feet. <br />The price paid for this reallocated storage was based on the <br />original cost of storage. In 1979 a new pricing policy was <br />instituted which required the higher of benefits or revenues <br />foregone, replacement cost, or the updated cost of storage to be <br />charged for the reallocated cost of storage. Between 1979 and 1995 <br />records indicate that 20 reallocations totaling 293,323 acre-feet <br />of storage have been approved. A summary of these reallocations is <br />provided as Table 4-1. Reallocation Studies. Considerable interest is currently <br />being shown in studying Corps reservoir projects for possible <br />reallocation and or modification of project operations for <br />municipal an industrial water supply purposes. In the Presidents <br />proposed Fiscal Year 1996 budget there is $2.36 million budgeted <br />for four reconnaissance and five feasibility studies. A summary of <br />these study proposals is contained in Table 4-2. <br />
