<br />4-2 <br /> <br />Chapter 4 - Reallocations <br /> <br />B. <br /> <br />REALLOCATION OPPORTUNITIES <br /> <br />1. Reservoirs. <br /> <br />a. Mul tipuroose Pools. A typical multipurpose reservoir <br />consists of a three pools; a flood control pool, a conservation <br />pool, and an inactive or sediment pool. The flood control pool is <br />normally kept empty to permit storage of runoff during times of <br />high inflow. The conservation pool can consist of dedicated <br />storage for one or more of the following the following purposes; <br />hydropower, navigation, water supply, water quality, or irrigation. <br />Recreation can also have dedicated storage, but in most all Corps <br />multipurpose reservoir projects, the recreation feature utilizes <br />the top of the multiple purpose pool. The inactive or sediment <br />pool is generally not available to meet downstream water needs as <br />it is normally storage set aside for hydropower head and/or to <br />store the sediment that is expected to accumulate over the life of <br />the project. <br /> <br />b. TYPes of Reallocations. Opportunities to reallocate <br />storage in Corps reservoirs from an authorized purpose to M&I water <br />supply was the subject of a study performed by the Institute for <br />Water Resources. The study, Opportunities For Reservoir Storage Reallocation, IWR <br />Policy Study 88 -PS-2, dated July 1988, documents eight <br />opportunities available for reallocation. These are: <br /> <br />(1). Use of water supply storage not under contract; <br /> <br />(2). Temporary use of storage allocated for future <br />conservation purposes and sediment; <br /> <br />(3). Storage made available by change III conservation <br />demand or purpose; <br /> <br />(4). Seasonal use of flood control space during dry season; <br /> <br />(5). Reallocation of flood control space; <br /> <br />(6). Modification of reservoir water control plan and <br />method of regulation; <br /> <br />(7). Raising existing dam; and <br /> <br />(8). System regulation of Corps and Non-Corps reservoirs. <br /> <br />c. Limits of this Chapter. This chapter limits of study of <br />reallocations to those that permanently transfer storage from <br />another authorized use (flood control, hydropower, other <br />conservation, or sediment) to M&I water supply. <br />
