Then perhaps another scenario in <br />which there would be full development. Lets assume <br />that the River District and are not <br />going give up their rights to the Juniper Cross water <br />rights, that would be another scenario, perhaps a <br />third scenario would be some or an assumption that <br />the Juniper Cross rights would be donated <br />or sold or leased to the recovery program so that <br />they would be available for instream flow <br />appropriation for some kind of an arrangement whereby <br />the water rights would be used for instream <br />flow purposes.
