<br />OBJECTIVES OF THE 1975 ASSESSMENT <br /> <br />The objective of the 1975 Assessment is to identify, describe, and place in priority <br />for resolution the Nation's severe existing and emerging water and related land resources <br />problems from both the State-regional and national viewpoints. <br /> <br />These problems will be described as a function of a range of future conditions <br />regarding water policies, population growth. economic growth, environmental quality, <br />and implementation of improved water-use technologies. It will consider the competition <br />of the short- and long-range conservation, development, use, and management of the <br />Nation's limited water and related land resources. <br /> <br />This will be done in a manner to be of direct use to the executive branch, the Congress, <br />and Federal-State agencies in helping them to make better water-related implementation, <br />planning, research, and data-collection decisions. Specific objectives include: <br /> <br />. <br /> <br />. Identifying and placing into priority those existing and emerging water and related <br />land resource problem issues which are determined to be severe; including describing, <br />to the degree practicable, their location, ex tent, and magnitude. including their water <br />quality, economic, environmental, and social implications. (The magnitude of the <br />water supply problems will be described in terms which include the effects of seasonal <br />distribu tion of demands and supplies and their probability of occurrence.) <br /> <br />. Describing the urgency for resolving severe water and related land resource problem <br />issues identified above by classifying them as follows: <br /> <br />- Immediate Problems (1975-1985)- Those problem issues within selected problem <br />areas which are, or are expected to become, severe and need to be resolved prior <br />to 1985 <br /> <br />- FlItllre Problems (1985-2000)- Those problem issues within selected problem <br />areas which are not expected to become severe until after 1985 and which need <br />to be resolved betwecn 1985 and 2000 <br /> <br />. Documenting with equal emphasis significant opinions from two viewpoints (national <br />and State-regional) regarding (a) the severity of identified problem issues, (b) the <br />urgency and priority of the need to resolve identified problem issues, (c) conclusions <br />and recommendations on decisions required to resolve the problem 'issues, and <br />(d) future-condition assumptions upon which the above are based. <br /> <br />. Providing supporting narrative and numerical information, to the degree practicable, <br />that describes why problem issues within selected problem areas are both severe <br />and of a given urgency and priority. using procedures as described herein which are <br />consistent with the "Principles and Standards." <br /> <br />. Providing a user awareness plan to help insure that the results of the 1975 Assess- <br />ment are made available to all individuals, organizations, and agencies who can use <br />the information. <br /> <br />2 <br />
