run with this information replacing the 1986 estimates, so that the rate
submitted for approval will be based on a study with actual 1986 data. Under
integration, CRSP will purchase power from Rio Grande and Collbran projects for
an amount equal to the revenue needs established by the PRS for each project.
The integrated project PRS will set the rate needed to recover the amount
purchased plus the repayment obligation of CRSP.

B. Results of FY 1985 Repayment Studies.

The 1985 CRSP Power Repayment Study showed that an increase from 9.92
mills to 10.30 mills per kWh would be necessary. However examination showed
that the rate was driven by costs of the Animas-La Plata project, which was
being reformulated by the Bureau of Reclamation.

These costs were initially scheduled to come in from 2048 to 2053. By
moving them to the 2053 to 2060 period we were able to show that a rate
increase was not necessary. Animas-La Plata costs are currently being revised
by the Bureau of Reclamation. The proposed 30-year straight line amortization
of that project's investment was not used in this study.

The FY 1985 Collbran PRS showed that a rate of 21.8 mills per kWh was
needed to meet the revenue requirements. This rate became effective with the
July 1986 billing period.

The FY 1985 Rio Grande Project PRS showed a need for a rate increase to
37.32 mills per kWh. This rate is expected to become effective with the April
1987 billing period.

The 1985 Salt Lake City Integrated Projects PRS: The current and revised
PRS as required by DOE Order RA 6120.2 does not apply since this is a new
study. The framework for the study is the CRSP PRS with the elements added as
shown in the following table.

TABLE 1
CRSP COLLBRAN RIO GRANDE
COLUMN + COLUMN + COLUMN
# # #
6 4 5
8 5 6
11 * *
25 12 18

INTEGRATED
= COLUMN
#

6
8
11
25

* Added to the capacity of CRSP shown in column lIon the CRSP study is the
capacity of the Collbran and Rio Grande Projects of 14,000 kW and 25,000 kW
respectively.

Copies of the Executive Summaries of the Integrated, CRSP, Collbran, and
Rio Grande studies are attached.

5
