<br />0024J3 <br /> <br />. <br /> <br />. <br /> <br />deadline to provide any additional relevant information to representatives of the Lower Division States. <br /> <br />Also included in the Board folder is a copy of a joint letter to ADWR, dated May 1, 2002, from the <br />Colorado River Commission of Nevada (CRC) and Southern Nevada Water Authority (SNWA). The <br />CRC/SNW A letter raises issues similar to those expressed by the Board and other California agencies. <br />These questions include the following: (I) is the pumped water "groundwater," and regulated under state <br />law, or is it Colorado River water? (2) what are the impacts associated with the proposed pumping on local <br />surface and groundwater conditions? (3) based upon the answer to the first question, how will the pumping <br />be addressed in the context of the Article V Decree accounting requirement? Also, the CRC/SNW A letter <br />requests clarification regarding ADWR's schedule for addressing Reclamation's proposed application. <br /> <br />California's Colorado River Water Use Plan <br /> <br />Record of Decision - Coachella Canal Lining Project <br /> <br />On March 27, 2002, Rcclamation executed the Record of Decision (ROD) associated with the <br />Coachella Canal Lining Project. The ROD is based upon the findings of a National Environmental Policy <br />Act (NEPA) and California Environmental Quality Act (CEQA) revicw of potential impacts associated <br />with lining a portion of the existing Coachella Canal. Approximately, 33 miles of the Coachella Canal will <br />be lined, thus conserving about 30,850 acre-feet of Colorado River water annually. This project was <br />authorized, on November 17, 1988, pursuant to Title n of Public Law 100-675. The conserved water can <br />then be utilized, pursuant to priorities established in the California Seven Party Agreement, by California <br />Colorado River water contractors. Additionally, somc of the conservcd water (up to 4,500 acre-feet per <br />year) will be utilized as part of the San Luis Rey Indian Water Rights Settlement Act (Title 1 ofP.L. 100- <br />675). Finally, the ROD identifies the environmental mitigation requirements associated with Coachella <br />Canal Lining Project. Implementation of the stipulated environmental commitments will result in a <br />minimization and/or avoidance of adverse impacts to any identified resource issues or areas. <br /> <br />" <br />, <br /> <br />IJD-SDCWA Transfer and Salton Sea Issues <br /> <br />Included in the Board folder, for your information, is an April 14, 2002, article in the Los Angeles <br />Times regarding the potential impacts to the Salton Sea associated with the proposed transfer of Colorado <br />River water from the Imperiallrrigation District and the San Diego County Water Authority. The article <br />describes issues related to the schedule associated with implementation of the QSA and restoration <br />activities proposed by the Salton Sea Authority and Reclamation, as well as the costs associated with <br />restoring the Sea. <br /> <br />Basin Statesf[en Tribes Discussions <br /> <br />Meeting of Basin States' Representatives <br /> <br />There has not been a Basin states meeting since the last Board meeting.
