A meeting had been scheduled
for April 10, 2002, following last month's Board meeting, but was canceled because of conflicts. A
meeting of the Agency Managers will be scheduled in the near future.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Report

During March 2002, stomge in the major Upper Basin reservoirs decreased by 309,000 acre-feet
and storage in the Lower Basin reservoirs decreased by 468,000 acre-feet. Total System active storage as
of the end of March was 43.220 million acre.feet (mat) or 72 percent of capacity, which is 5.125 mafless
than one year ago.

April releases from Hoover, Davis, and Parker Dams averaged 18,690, 18,690 and 13,750 cubic
feet per second (cfs), respectively. Planned releases from those three dams for the month of May 2002 are
18,200, 17,700, and 12,600 cfs, respectively. The May releases represent those needed to meet
downstream water requirements including those caused by reduced opemtion of Senator Wash reservoir.

The preliminary May 2, 2002, projected April through July 2002 unregulated inflow into Lake
Powell was 2.400 maf, which is 30 percent of the 30-year average for the period 1961-1990. The
preliminary May 2, 2002, projected unregulated inflow into Lake Powell for the 2001-02 water year was
4.532 maf, or 38 percent of the 30-year avemge.

The Lower Division States' estimated consumptive use of Colorado River water for calendar year
2002, as estimated by Board staff, totals 8.507 maf and is projected as foUows: Arizona, 3.013 maf;
California, 5,201 maf; and Nevada, 0.293 maf. Estimated additional unmeasured return flow credits of
0.250 mafwould reduce the total amount to 8.257 maf. For calendar year 2002, it is estimated the Central
Arizona Project (CAP) will divert 1.573 maf, of which 0.351 mafis to be credited to the Arizona Water
Bank. The Metropolitan Water District of Southern California (MWD) is projected to divert 1.256 maf.

The preliminary May I estimate of 2002 end-of-year California agricultural consumptive use of
Colorado River water under the first three priorities and the sixth priority of the 1931 California Seven
Party Agreement is 3.886 maf. This estimate is based on the collective use through March 2002 by the
Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (YPRD), the Imperial
Irrigation District (liD), and the Coachella Valley Water District (CVWD). Figure I, tound at the end of
this report, depicts the historic projected end-of-year agricultural use for the year 2002.

2

..
