I will work with <br />both sides to assure that we will have two conceptual proposals, one a non-structural <br />alternative and the other a downsized structural solution, by June I, 1997. It is not <br />necessary to have all the details of these proposals filled in; there undoubtedly will be <br />changes in them as our discussions proceed. <br /> <br />The Proponent team committed in Durango to present a structural alternative. The <br />Citizens', Coalition team was not able to make a similar commitment to present a non- <br />structural alternative. Therefore, in order to move this process forward, here is what I <br />need from the Citizens' Coalition team: <br /> <br />I. By April 7, 1997, I need to know if the Citizens' Coalition team is willing to present a <br />conceptual non-structural alternative by June I, 1997, <br /> <br />2. The Citizens' Coalition team's conceptual proposal should not be a list of separate <br />and undifferentiated ideas. It should be a package that you and your team think will <br />realistically meet the needs of the tribes and any other beneficiaries and water rights <br />holders your team believes are appropriate to satisfy, It should specify what purposes <br />and needs it covers, how it will meet those purposes and needs and give an <br />approximate estimate of cost. As this would be a conceptual proposal, it need not <br />require massive amounts of technical data or engineering studies, In other words, the <br />conceptual alternative need not be perfect or entirely complete when initially <br />presented. <br /> <br />130 STATE CAPllOL <br /> <br />DENVER.
