Most people felt they would rather suffer an insured <br />loss than an uninsured loss. <br /> <br />WORK ELEMENT #9: <br /> <br />S T J <br />ILL <br /> <br />The cltles and counties which have not enacted development regulations such <br />as building codes or zoning ordinances should adopt such regulations and im- <br />plementation measures as necessary for prudent development. <br /> <br />Progress: <br /> <br />All of the cities and counties covered in this disaster declaration have adop- <br />ted building codes or zoning ordinances, with the e~ception of Mohave County <br />in Arizona. <br /> <br />Mohave County has not adopted a building code. The County has allocated money <br />to hire a staff person who will write the building code and be responsible for <br />its implementation. The County anticipates filling the position by the end of <br />the year. The Arizona Hazard Mitigation Plan will address this work element <br />in further detail. <br /> <br />WORK ELEMENT #10: <br /> <br />S T J <br />ILL <br /> <br />The cltles and counties should enforce building codes and other development <br />requirements to ensure that unwise, unsafe, and improper development does not <br />occur in areas of high ground water, as evidenced by this disaster, or in <br />floodplains. <br /> <br />and <br /> <br />WORK ELEMENT #11: <br /> <br />S T J <br />I L FSL <br /> <br />Local governments should formulate procedures to implement the non-specific <br />"anchoring," "use of appropriate construction methods and material," and <br />"pub lic ut i li ties" requirements of the NFIP. <br /> <br />Progress: <br /> <br />Federal and State Hazard Mitigation coordinators have met twice with each <br />affected community e~cept San Bernardino County, where only one meeting was <br />held. A second meeting is scheduled for October 6, 1983. Enforcement of <br />building codes and other development standards was discussed and the communi- <br />ties were advised to formulate procedures to implement the non-specific re- <br />quirements of the NFIP. <br />
