<br />GO <br />c <br />.. <br />~ <br /> <br />-6- <br /> <br />WORK ELEMENT #7: <br /> <br />S T J <br />C S FS <br /> <br />c' <br /> <br />The Federal Emergency Management Agency and the State floodplain management <br />coordinators will work closely with the affected counties and cities to as- <br />sure compliance with the National Flood Insurance Program, placing special <br />emphasis on the following requirements: <br /> <br />a) repairing substantially damaged structures <br />b) replacing structures <br />c) use of best available information <br /> <br />Progress: <br /> <br />In order to determine which buildings have been substantially damaged or des- <br />troyed, SBA will provide the Hazard Mitigation Officer with a list of loan <br />applicants with verified losses greater than $20,000. These files will be <br />researched further to determine which structures are substantially damaged <br />or destroyed and subject to the requirements of new construction/substantial <br />improvement of the NFIP. The Hazard Mitigation Officer will provide this in- <br />formation to the NFIP Coordinator for use in monitoring the communities com- <br />pliance with the NFIP. <br /> <br />During the Section 406 community meetings, compliance with the NFIP was dis- <br />cussed with all the affected counties and cities. Special attention was paid <br />to the requirements of the NFIP that are seldom implemented. <br /> <br />In particular, the regulation requiring the use of the "best available infor- <br />mation" was explained. The BuRec has written a series of reports entitled <br />Flood Plain Information (FPI) Colorado River. These reports identify a flood- <br />way" floodway fringe, and water surface elevations and should be used as the <br />best available information. The BuRec provided the FPI Reports to the appro- <br />priate cities and counties as they were completed (from March, 1969 to October, <br />1974) and the Hazard Mitigation Officer has informed each community of the <br />availability of these reports. <br /> <br />There are two levels of floodplain maps provided by FEMA as part of the NFIP <br />along the Colorado River. In areas where there is much development or where <br />new development is occurring, detailed maps with base flood elevations (100- <br />year flood) and floodways have been provided. In other areas where there is <br />little existing or proposed development, approximate mapping without base <br />flood elevations and floodways have been completed. Some areas along the <br />Colorado River have not been mapped by FEMA. <br /> <br />Riverside County does not have any FEMA published maps along the river and <br />San Bernardino County has only the area immediately surrounding the City of <br />Needles identified as flood prone. <br /> <br />The Counties' floodplain management ordinances apply only to those portions <br />of the Colorado River mapped by FEMA, even though additional information is <br />available in the BuRec reports, The States have been directed to require each <br />county to prepare a plan to amend their floodplain management ordinances to <br />include: <br />
