The Authority was established to plan and provide <br />for the wholesale power and electric energy requirements of the <br />Southeast Colorado municipalities of La Junta, Lamar, Las <br />Animas, Trinidad, Walsenburg, and the New Mexico municipality <br />of Raton. ARPA is hopeful of ~btaining ~n allocation of CRSP <br />power when existing contracts expire in 1989. This will mean <br />replacing gas and oil generation with hydroelectric power. <br /> <br />. <br /> <br />APPLICATION OF NEW MARKETING PLAN <br /> <br />ARPA favors a single consolidated plan for all projects <br />in order to maintain plant operating efficiency, conserve <br />energy, and minimize expenses. We would recommend the <br />marketing plan cover only the existing resources of CRSP, <br />COllbran, Rio Grande, and Provo River. <br /> <br />MARKETING AREA <br /> <br />It is ARPA's' understanding that the present market area <br />includes the states of Colorado and New Mexico. ARPA feels <br />thnt it would be prudent to leave the market area as it is <br />under the Post 1989 Marketing Plan. However, should it be <br />necessary to reduce the market area, it should not be <br />reduced beyond the Northern Division as now defined. <br /> <br />ALLOCATIONS <br /> <br />Once the market area has been defined or established, then <br />all preference entities located in the marketing area should <br />have the opportunity to contract for CRSP power. Preference <br />customers who are not customers now but who would like to <br />contract for CRSP power could be accommodated by reducing <br />the contract rate of delivery to customers with large allo- <br />cations of CFSP power.
