Box 11606 <br />Salt Lake City, Utah 84147 <br /> <br />Re: Post 1989 CRSP Marketing Criteria <br /> <br />\lTe strongly recommend that the existing marketing area not be tam- <br />pered with. <br /> <br />Anticipated Project Use Loads <br />Marketing of Project Use Power Prior to Need <br /> <br />There is considerable project power set aside for use in future need <br />as the reclamation projects develop and come on line. <br /> <br />We favor, as first priority, allocation of the power and energy to <br />the preference customers sUbject to timely notice and withdrawal. <br /> <br />As a second priority the excess capacity could be contracted for <br />peaking use subject to timely notice and withdrawal. <br /> <br />The marketing for oil conservation excludes a large segment of the <br />preference customers that do not have generation. . <br /> <br />Service Seasons <br /> <br />The current service season is satisfactory for our needs. <br /> <br />Classes of Service - Alternative <br /> <br />Our needs can best be served in the Winter Season by a firm allocation <br />of capacity with a load factor of 58.2% or greater. <br /> <br />Our Summer Season needs require additional capacity for peaking to <br />offset a thermal supply ratchet. This is a significant requirement for <br />our system. Capacity without energy meets this requirement. <br /> <br />Municipal Utility Load Duration Curve <br /> <br />The concept introduced in this paragraph of the Marketing Criteria is <br />associated with the above classes of service. <br /> <br />Our objective in scheduling and utilizing the CRSP resource is to pro- <br />vide peaking requirements in order to maximize the load factor on a <br />thermal contract for minimum unit cost per kilowatt-hour as well as to <br />avoid ratcheting the demand toa new high during the peak system de.'nand. <br /> <br />We would like to see this versatility retained. <br /> <br />61 <br />
