Box 11606 <br />Salt Lake City, Utah 84147 <br /> <br />RE: Post - 1989 Co10;rado River Storage Project <br />Marketing Criter~a <br /> <br />Dear Mr. Gabio1a: <br /> <br />The Town of Thatcher is an Arizona CRSP preference <br /> <br />customer. <br /> <br />The Town of Thatcher has been vitally concerned <br />about the development of Colorad9 River Storage Project <br />(CRSP) M~rketing Criteria for the post 1989 period, <br /> <br />The Town of Thatcher submits the following <br />comments on the proposed consolidated power marketing plan <br />as reviewed by Western on June 1Q, 1982, in its Salt Lake <br />City public information forum. <br /> <br />1. Contract Term <br /> <br />The Town of Thatcher c~nnot support too strongly <br />its pOSition that a resource of ~ess than 20 years <br />represents a material and signif~cant change in the embedded <br />cost of Thatcher and other CRSP customers. A contract of <br />less than 20 years changes the niture of the resource from a <br />long term resource to a short term resource and denies <br />Thatcher and many preference cus~omers an adequate and fair <br />opportunity to plan their systemSi around dependable <br />resources and the repl acement the1reof. A 20 year contract <br />with provisions for reconsideratipn after 10 years based on <br />hydrologic conditions would be farir both to the United <br />States and to the customers, <br /> <br />56 . <br />
